Health Canada Cosmetic Hotlist: Ingredients Indie Makers Most Often Get Wrong

The specific Hotlist entries that catch Canadian indie cosmetic makers off guard — preservative limits, colourant gaps, AHA warnings, and essential oil components with concentration restrictions.

The Health Canada Cosmetic Ingredient Hotlist lists substances prohibited or restricted in Canadian cosmetics. Most indie makers know it exists. Fewer have actually read the entries that apply to their specific product types.

This is not a comprehensive list of every Hotlist entry — it is a rundown of the ones that come up most often in real indie cosmetic formulas, the ones that get missed, and what you need to know to stay compliant.


How the Hotlist works (quick version)

Prohibited ingredients cannot be used at any concentration. A product containing one is non-compliant regardless of how little you used.

Restricted ingredients can be used, but only under specific conditions. The conditions typically involve: a maximum concentration, a product type restriction (leave-on vs rinse-off, around eyes vs not, adult vs child), or a required warning statement on the label. If you use a restricted ingredient and do not meet all its conditions, the product is non-compliant.

The Hotlist is available on the Health Canada website and is updated periodically. Always verify against the current version before launching a new product or reformulating.


Preservatives — the most common gap

Most indie cosmetic makers use preservatives correctly by following supplier recommendations. The errors happen when:

  • A multi-component blend contains more than one Hotlist-restricted preservative
  • The label listing does not match the actual concentration used
  • The same preservative appears in multiple ingredients (for example, a preservative in both an emulsifier blend and a botanical extract)

Phenoxyethanol

Permitted up to 1.0% in cosmetics. This is the maximum concentration in the finished product. Many preservative blends contain phenoxyethanol as a component — check the blend's phenoxyethanol content and multiply by your usage percentage to get the finished-product concentration. Using a 1% blend at 1% usage rate gives 0.01% phenoxyethanol — well under the limit. Using a 90% phenoxyethanol blend at 1.1% usage rate puts you over.

Parabens (methylparaben, ethylparaben, propylparaben, butylparaben)

Each paraben has an individual concentration limit and there is also a combination limit. The combination limit for mixed parabens is 0.8% total. If you use two different paraben-based preservatives in the same formula, the total paraben concentration across all sources must stay under the combination cap.

DMDM Hydantoin and other formaldehyde releasers

These preservatives slowly release formaldehyde, which has a separate Hotlist entry. The total free formaldehyde in the finished product must stay within limits. If you are using DMDM Hydantoin and another formaldehyde releaser in the same formula, the combined formaldehyde release needs to be within the allowed total.


Alpha-hydroxy acids (AHAs) — warnings most makers miss

Glycolic acid, lactic acid, citric acid, malic acid, and tartaric acid are all AHAs commonly used in exfoliating products. At certain concentrations they are restricted and require specific label warnings.

What the restriction says

Products with AHAs above a defined concentration threshold must include a sun-sensitivity warning — something to the effect of "This product may increase your skin's sensitivity to the sun and particularly the possibility of sunburn. Use a sunscreen and limit sun exposure while using this product and for a week afterwards."

The required warning must be bilingual (English and French) on the label.

Where makers get caught

The AHA restriction applies to the total AHA concentration across all sources. Citric acid is used widely as a pH adjuster in small amounts — at those levels it typically falls under the threshold. But if your formula includes a glycolic acid exfoliant, a lactic acid moisturizing component, and citric acid for pH — all three contribute to the total AHA content. Add them up before concluding you are under the threshold.


Colourants — Canada vs US approval lists are not the same

This is one of the most commonly misunderstood areas for Canadian makers who source from US suppliers.

The FDA has its own approved colour additive list. Health Canada has its own. They overlap significantly, but they are not identical. A colourant that a US supplier lists as "FDA approved" or "cosmetic approved" may not be approved under Health Canada's standards for Canadian cosmetics.

What to check

The Health Canada Cosmetic Ingredient Hotlist includes restrictions and prohibitions on specific colourants. Cross-reference any colourant you plan to use against the current Hotlist and the Health Canada approved colourant list.

Most commonly flagged

  • Chromium hydroxide green and chromium oxide greens — approved for use in certain cosmetic applications but restricted from use around eyes in Canada. US micas containing these pigments are frequently used in eye shadow — verify the eye-safe status under Canadian standards, not just FDA standards.
  • Ultramarines — approved for some uses but have specific Health Canada conditions. Verify for the product type you are using them in.
  • D&C colours — some US D&C colour designations have different approval status in Canada. Always cross-check by INCI name against the Canadian list, not just the US designation.

Essential oil components — not the oil, but what's in it

The Hotlist entries most indie makers miss are not for the essential oils themselves, but for specific chemical components found within those oils.

Coumarin

Found naturally in tonka bean, lavender absolute, sweet clover, cinnamon leaf, and some lavender species. There is a concentration limit for coumarin in finished cosmetic products. High-coumarin ingredients like tonka bean absolute can push a formula over the limit even at small usage rates.

Check: if you use tonka bean, sweetgrass, or high-coumarin lavender absolute, calculate the finished-product coumarin concentration against the current Hotlist limit.

Bergapten (5-Methoxypsoralen)

Found in cold-pressed bergamot oil. Bergapten is a furanocoumarin that causes photosensitivity — it is restricted in leave-on products. Bergapten-free bergamot oil is specifically processed to remove it and is safe to use without this concern. If you use regular cold-pressed bergamot oil (not bergapten-free), you need to verify the concentration against the Hotlist restriction and consider whether it triggers labelling requirements.

Methyl eugenol

Found in some essential oils including rose absolute, lemon myrtle, bay oil, and basil oil. Methyl eugenol has a very low concentration limit. At typical fragrance use levels in products like soap or lotion, it can still exceed the limit depending on the oil used. If you use rose absolute, check the methyl eugenol content with your supplier.

Pulegone

Found in pennyroyal oil and in some mint species. Pennyroyal is on the prohibited list for cosmetics. Other mint oils (peppermint, spearmint) contain much lower pulegone levels but should be verified at higher concentrations.


Retinol and vitamin A derivatives

Retinol (Vitamin A) and related retinoids have concentration limits in cosmetics and restrictions on product type. The Hotlist has been updated as international regulations around retinoids have tightened.

Key points:

  • Higher retinol concentrations are restricted and may require specific label warnings
  • Products marketed for use around the eye area have stricter limits than body products
  • Products marketed for pregnancy use or for children have specific restrictions

If you are formulating anything with retinol, retinyl palmitate, or other vitamin A derivatives, check the current Hotlist entry carefully — this is an area where the rules have changed and may continue to change.


Hydrogen peroxide

Used in some hair care products, teeth whitening products, and skin treatments. Hydrogen peroxide has concentration limits and requires specific warning statements on the label at certain concentrations. Any product that uses hydrogen peroxide needs a full Hotlist review of the concentration and applicable warning requirements.


Talc — the ingredient with a documentation requirement

Talc (Magnesium Silicate) appears widely in body powders, baby powders, and pressed cosmetics. It is not prohibited, but Health Canada has flagged that talc must be free from asbestos contamination. Suppliers selling cosmetic-grade talc should be able to provide documentation confirming asbestos-free testing. Request this documentation from your supplier rather than assuming compliance.


How to actually run a Hotlist check

  1. List every ingredient by INCI name
  2. Search the current Hotlist for each INCI name — including synonyms
  3. For restricted ingredients: read the full restriction text, not just the status label
  4. Check your formula concentration against the restriction limit for your specific product type (leave-on or rinse-off)
  5. Note any required label warning statements triggered by the restriction
  6. For blended ingredients: check each component separately at its in-formula concentration
  7. Document the check date — the Hotlist can change

When to re-check

  • When you change a supplier for any ingredient (the new source may have different specifications)
  • When you reformulate — new ingredients need their own check
  • Before launching a new product type in a new category (leave-on vs rinse-off changes which limits apply)
  • Annually for products that have been on the market, to catch any Hotlist updates

The Hotlist is not a one-time checklist. It is an ongoing compliance responsibility.
